d&#8217;intervention, toute municipalit\u00e9 doit r\u00e9guli\u00e8rement assumer le changement et faire des choix.<\/p>\n<p>Le plan d&#8217;urbanisme fournit un cadre l\u00e9gal, mais flexible de planification du territoire de la municipalit\u00e9 bas\u00e9 \u00e0 la fois sur les besoins locaux et les potentiels et contraintes du milieu. Le plan d&#8217;urbanisme formule les grandes orientations d&#8217;am\u00e9nagement, les grandes affectations du sol, pr\u00e9cise les densit\u00e9s de son occupation et identifie les principales voies de circulation et les r\u00e9seaux de transport, les infrastructures majeures de services, les \u00e9quipements destin\u00e9s \u00e0 la vie communautaire ainsi que les zones \u00e0 r\u00e9nover, restaurer ou prot\u00e9ger.<\/p>\n<p>Ce plan repr\u00e9sente un instrument de contr\u00f4le et de mise en valeur du territoire municipal. Il a pour souci d&#8217;am\u00e9liorer la qualit\u00e9 de vie des r\u00e9sidents en leur assurant un environnement naturel et b\u00e2ti ad\u00e9quat. Il a pour pr\u00e9occupation de donner aux intervenants municipaux un cadre d&#8217;intervention ayant la capacit\u00e9 de s&#8217;adapter aux changements futurs de la municipalit\u00e9. Paradoxalement, elle peut servir \u00e0 autoriser un projet non conforme \u00e0 la r\u00e8glementation, mais qui respecte les objectifs du plan d&#8217;urbanisme sans qu&#8217;il soit par ailleurs n\u00e9cessaire de modifier les normes d&#8217;usage ou d&#8217;implantation du r\u00e8glement de zonage, normes qui demeurent pertinentes pour le milieu environnant.<\/p>\n<p>C&#8217;est un instrument de choix pour les projets de grande envergure ou encore pr\u00e9sentant des complexit\u00e9s inh\u00e9rentes \u00e0 leurs caract\u00e9ristiques particuli\u00e8res.
